From Housing to Careers
First Graduates Celebrate at Kīpūola Kauhale
Maui’s approach to solving the housing crisis just reached a major milestone that goes beyond providing four walls and a roof. Last week, the first cohort of students graduated from the Building Industry Association of Hawaiʻi’s (BIA Hawaiʻi) Pre-Apprenticeship Construction Training (PACT) program, held right on-site at Kīpūola Kauhale in Kahului.
This isn't just a graduation; it’s a powerful example of how housing and workforce development can work together to create long-term independence for our residents.
What is the PACT Program?
The PACT program is a free, intensive six-week course designed to fast-track residents into high-paying careers in the building trades. For this specific cohort, the classroom was Kīpūola Kauhale—Maui’s first "kauhale" community, which provides 64 homes for residents transitioning from homelessness.
During the program, students earned vital certifications and hands-on skills, including:
- Safety Certifications: OSHA-30 Construction Safety, First Aid, CPR, and AED.
- Technical Trades: Foundations in carpentry, electrical, plumbing, masonry, and landscaping.
- Professionalism: Construction math, blueprint reading, and career readiness.
By hosting the training at the kauhale, the program met residents exactly where they are, removing barriers like transportation and providing a direct path from stable housing to a stable career.
The Power of "Kauhale"
Kīpūola Kauhale is more than just a housing project; it is a community-based model led by HomeAid Hawaiʻi. It combines deeply affordable tiny homes with shared spaces for cooking, gathering, and—as we saw this week—learning.
The graduation of this first cohort proves the kauhale's core mission: Housing plus community plus services. By training residents in the very industry that builds homes, the program empowers them to be part of the solution to Maui’s housing shortage while securing their own financial future.
A Win for Maui’s Workforce
With the ongoing rebuilding efforts across the island, the demand for skilled tradespeople has never been higher. The BIA Hawaiʻi PACT program boasts a success rate of approximately 83%, with graduates moving into one of three pathways:
- Entering the workforce immediately.
- Applying for formal apprenticeship programs.
- Continuing their education in specialized trade colleges.
As these graduates pick up their tools and head to job sites across the island, they carry with them more than just skills—they carry the pride of being part of the first class to graduate from this innovative on-site program.
