One Unit at a Time Maui Council Approves West Maui Condo Purchase
Securing stable, affordable housing for Maui's seniors remains one of the most critical challenges on the island, especially for those still navigating the aftermath of the August 2023 wildfires. In a quiet but meaningful win for West Maui's recovery, the Maui County Council voted unanimously to authorize the purchase of a condominium unit in Honokōwai to expand permanent housing options for displaced seniors.
Through Resolution 26-107, introduced at the request of Mayor Richard Bissen, the County is moving forward with acquiring a ground-floor unit at the Maui Lani Terraces complex for up to $278,000.
Rather than taking on the extended timelines, supply chain delays, and unpredictable budgets that come with starting new construction from scratch, this acquisition gives the County an immediate, move-in-ready property to add to its senior housing stock.
Expanding the Nā Hale Kūpuna Program
The purchase is funded through federal Community Development Block Grant (CDBG) dollars and will expand the Nā Hale Kūpuna program. Managed in partnership with the J. Walter Cameron Center, this vital initiative focuses specifically on providing long-term, deeply affordable rental housing for vulnerable seniors.
During the council session, housing advocates and program organizers shared just how much of a lifeline these units are for local seniors:
- Real Relief: Testifiers shared stories of displaced seniors whose lives were completely turned around by the program. For one local couple, the affordable rent allowed them to pool resources and speed up the rebuilding of their permanent home in Lahaina. For another senior who was forced into retirement due to health issues, the program provided a safe haven when she otherwise couldn't afford a roof over her head on Social Security alone.
- The Perfect Layout: The newly acquired unit is a ground-floor, studio-style apartment. Ground-floor access is incredibly rare and highly sought after by the program's participants, most of whom are single individuals or couples with mobility considerations.
- Predictable Living Costs: The unit's monthly homeowner association (HOA) fees total $635, which conveniently covers water, sewer, trash disposal, and Wi-Fi, leaving the future tenant with only electricity as an variable out-of-pocket utility.
The Massive Demand for Senior Housing
While the acquisition of a single condo unit is a cause for celebration, the council discussion highlighted the staggering scale of the housing gap that remains.
According to county housing specialists, the Nā Hale Kūpuna program has successfully housed 11 wildfire-displaced seniors over the last two years. However, roughly 60 individuals are still sitting on the active waiting list.
The good news is that the County isn't stopping here. Officials confirmed that there is approximately $1.3 million in remaining CDBG funds specifically earmarked to acquire two or three more existing units, with a strong preference for properties located right in West Maui. Housing advocates strongly praised the strategy, noting that aggressively buying up existing condo inventory using federal grants is one of the fastest, most effective ways to secure permanent, dignified housing for local residents right now.
