Mayor Bissen Unveils the FY2027 County Affordable Housing Plan
The path to housing stability in Maui County just received a significant roadmap. Mayor Richard Bissen has officially released the proposed Fiscal Year 2027 Affordable Housing Plan, a comprehensive strategy backed by a nearly $80 million budget ($79,491,899) aimed at delivering, acquiring, and rehabilitating approximately 752 affordable housing units across the islands.
“The Affordable Housing Plan is a key part of our broader housing strategy and is critical to increasing housing opportunities so local families can live, work and thrive here at home,” Mayor Bissen stated. “We know there is no single solution to our housing crisis... This is about ensuring Maui County remains a place where our community can continue to live for generations to come.”
A Strategic Shift: Who is the Plan For?
While affordable housing often focuses on the lowest income brackets, the FY 2027 plan introduces a specific focus on the "missing middle." In this budget cycle, the Department of Housing is giving additional points to proposals that prioritize:
- The Workforce Gap: Residents making 80% to 140% of Maui County’s area median income (AMI).
- County-Owned Land: Projects built on land already owned by the County to accelerate the speed of delivery.
The FY 2027 Project List
The plan includes funding for 10 distinct projects, ranging from wildfire recovery to sober living and rural housing. Here are the key developments set to receive support:
- Kuikahi Workforce Housing Project (Wailuku)
- From Ashes to ʻĀina: A vital Lahaina Community Land Trust project focused on West Maui fire recovery and vertical construction.
- Puʻuhonua Homestead: A low-income housing tax credit project in Wailuku.
- Kaiahale ʻO Kahiluhilu (Phases 1 & 2): Two major phases of development in Kahului.
- Aloha House Sober Living Program: Home acquisition in Central Maui to support residents in recovery.
- Laʻakea Village (Pāʻia)
- Kaiaulu ʻO Lānaʻi (Lānaʻi City)
- Hāna Housing: A collaborative development by Habitat for Humanity and GTH Land Company.
- Kaiaulu ʻO Nāpili 153 (West Maui)
Understanding the Affordable Housing Fund
Established in the 1983 County Charter, the Affordable Housing Fund is the engine behind these projects. It is a dedicated resource used for:
- Rehabilitating existing structures.
- Acquiring land for future builds.
- Subsidizing costs for planning, design, and construction.
Housing Director Richard E. Mitchell emphasized the importance of this multi-pronged approach: “By strategically investing in a range of projects and resources, we aim to address critical housing needs and support long-term housing stability for Maui County residents.”
