Proposal 9 Update
Aloha!
All eyes are on Proposal 9 this week, as the Maui County Council prepares to make a pivotal decision on July 23, 2025, during its Housing & Land Use Committee session—followed by potential final action by the full council thereafter. The proposal, part of Mayor Bissen’s strategy to ease Maui’s affordable housing crisis, seeks to strip many Minatoya‑List condo owners of their right to operate short‑term rentals, aiming to convert these units into long‑term housing.
While the goal—adding rental inventory to help locals—is widely shared, many real estate professionals fear Proposal Nine is poorly conceived. They argue that it’s likely to spur lengthy legal battles and fail to deliver the intended housing relief.
After hundreds of hours of contentious public testimony, the council will take its next critical step on July 23 and July 24, 2025. We’ll continue to monitor the outcome closely and bring you in-depth coverage on what it means for property owners, prospective renters, and the overall housing situation.
