Factory-Built Housing Bill Stirs Debate in Lahaina Recovery

As Lahaina continues its recovery from the August 2023 wildfires, a proposal at the Maui County Council is drawing intense debate over how quickly survivors should be rehoused and at what cost. Bill 15, which would allow factory-built housing in the Lahaina burn zone, passed on first reading by a narrow 6–3 vote. Supporters say the measure is a necessary response to the urgent housing needs of displaced residents, many of whom are still waiting for permanent options more than a year after the fires destroyed over 2,000 structures and claimed at least 102 lives.
Opponents and skeptics, however, raised concerns about long-term durability, consumer protections and the potential loss of local construction jobs if homes are built off island. While amendments narrowed the bill’s scope and added a sunset date, questions remain about quality control and oversight as the proposal heads toward a second and final reading. As the debate unfolded, state officials announced that federal housing assistance for nearly 1,000 Maui wildfire survivors has been extended through February 2027, providing temporary relief even as longer-term rebuilding decisions remain unresolved. The next regular Council meeting is Feb. 6 in the eighth-floor Council Chambers in the Kalana O Maui Building in Wailuku.
