Historic Vote Reshapes Maui’s Housing Future

Maui County Mayor Richard Bissen signed Bill 9 into law Monday, just hours after its 5–3 final passage by the County Council, launching a phased plan to reduce thousands of vacation rentals in apartment-zoned districts. The measure aims to free up long-term housing over the next three to five years, especially for local families and wildfire survivors.
Supporters say Bill 9 is a long-overdue response to Maui’s housing crisis, with economists estimating it could increase long-term housing by about 13%. Opponents warn of economic impacts, lawsuits, and unintended consequences, though county leaders emphasize that thousands of vacation rentals, hotels, timeshares, and B&Bs will continue operating.
As implementation begins, Maui becomes a focal point in a broader debate over housing, tourism, and the future of island communities—one that advocates hope will inspire change beyond Maui.
What’s Next: This remains an ongoing and fluid situation. On Friday, the County Council is scheduled to vote on Councilmember Tom Cook’s proposal to create new H-3 and H-4 zoning districts, as recommended by the Temporary Investigative Group. The proposal applies to specific condominium properties identified in Exhibit 2 of the TIG report and could allow affected condos to apply for rezoning to continue short-term rental use, if adopted after two readings and signed by the Mayor.
