A Turning Point for Hawaii's Housing Crisis?
Aloha!
After years of mounting frustration and horror stories about permitting delays, Hawaii may finally be on the path to meaningful change.
Thanks to sustained public pressure and legislative momentum, two major reform bills—SB66 (now Act 295) and SB15—have officially been signed into law. Together, they could significantly reshape how quickly homes get built in the islands.
SB66, also known as the permitting “shot clock” bill, sets a 60-day deadline for counties to act on residential permit applications. If no action is taken, applicants will soon be able to fast-track their projects—potentially cutting months or even years off current wait times. Meanwhile, SB15 sharpens the state’s definition of “historic property,” easing the bottleneck created by automatic historic reviews of buildings over 50 years old.
These bills don’t solve everything—but they represent real progress. And if implemented effectively, they could be game-changers for increasing housing supply, reducing costs, and giving local families a fighting chance in Hawaii’s broken housing system.
