Market Update

The new pre-travel testing program was set to roll out in the beginning of August, but was subsequently delayed until September 1st. Even though the number of new arrivals coming from the mainland and internationally continues to rise, most people are still hesitant to fly to Hawaii while the 14-day mandatory quarantine is still in place. Governor Ige said that progress is being made concerning the exact details of the pre-travel testing program. Below is an outline of the plan as it stands today:

  • - Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA) lab
  • - Travelers exempt for mandatory 14-day quarantine if testing negative no more than 72 hours in advance of travel
  • - If results are not available by time of arrival, quarantine necessary until test results received
  • - All travelers of all ages subject to pre-test requirement
  • - Individuals responsible for testing costs
  • - No commercial testing provided at Hawaii airports

Beyond travelers obtaining a negative COVID-19 test before traveling, they will also receive a temperature check at the airport and be required to fill out a State Travel and Health form. Governor Ige hopes that this multi-layered plan will help stabilize travel while keeping the community safe. It’s unclear at this point whether Governor Ige will decide to delay the plan further as a result of the alarming rise in new cases throughout Hawaii.
